Microsoft Paint 3D is a free program that includes basic and advanced art tools. It’s available only in Windows 10. The system requirements for Paint 3D are:

Paint 3D supports files in either 3MF or FBX format. You can open regular image files like PNGs and JPGs, but also 3MF, STL, PLY, OBJ, and GLB files. An image can be saved to a 2D format or 3D format.
Paint 3D has a user-friendly interface suitable for beginners. It has a Magic Select tool that provides easy background removal. It also has an extensive library of 3D models and stickers.
